One cap of anionic polyacrylamide powder (snow) is placed in a 4 oz. portion cup.  Water is added to the portion cup until it is completely full.  As the snow absorbs the water it also binds with the air and creates a fluffy, white, powdery by-product that resembles freshly fallen snow.  This chemical is reusable: let it dry out, store it, and pull it out again next year.

SCIENCE OF WIZARDING: Accidental Magic, Snow Charms in Class 

After his breakup with Lavender Brown, Ron was in a bad mood, and while absentmindedly waving his wand during Charms class, he causes fake snow to fall around him. We are going to opt for an avalanche instead. A polymer is poured into a small cup in the center of a tart pan. Water is added to the chemical and artificial snow tumbles over the sides of the cup into the tart pan.
